1. Short summary of what you are seeing: When I apply a background, the lower/longer part of my avatar's hair gets cut off.

3. Expected result: Background applied, hair remains normal
4. Actual result: Upper part of hair remains normal, lower part disappears
5. Recreation Steps: Apply the Mermaid Magic Background to an avatar wearing Tied Hair Silver
6. Additional Information: Upon further investigation, I've realized that this is a layering issue, not really a bug -- if I move the background to the lowest layer, the missing hair reappears. But, if you don't mind a suggestion, it might help to make backgrounds automatically drop to the bottom layer of your outfit when applied, if that's possible.
